7Thiis <br /> RODUCTION <br /> s an Addendum to a Nitrate Loading Study and Soil Suitability Study I completed for <br /> roperty and proposed FerrellGasBlue Rhino project in December 2007 (SR0052935). <br /> The purpose of this Addendum is to provide the San Joaquin County Environmental Health <br /> Department(EHD) with updated information pertaining to the groundwater, soil, and design <br /> details of the wastewater management system. These studies comply with San Joaquin County <br /> Development Title, Section 9-1105.2(d). Mr. Tom Moriarty of Burns& McDonnell Engineering <br /> Company, Inc. provided the preliminary information to complete these Studies. Burns & <br /> McDonnell are the engineers for this project. <br /> Although this is an Addendum to Nitrate Loading/Soil Suitability Studies, Bolded Section (§) <br /> numbers normally found in an original report are used throughout this report for ease in referencing <br /> by EHD staff. These numbers are at the beginning of an applicable Paragraph(s), or Appendices <br /> that correspond with the EHD Requirements Checklist. Section Numbers referenced as SSS§, <br /> are sections applicable for the Soil Suitability Study Requirements Checklist. Section Numbers <br /> referenced as NLS§, are sections applicable for the Nitrate Loading Study Requirements <br /> Checklist. Not all Section Numbers are found in this Addendum because there was no change for <br /> those sections from the original report competed in December 2007. <br /> NLS§2.3, SSS§3.1. The subject property remains in the City of Lathrop Sphere of Influence,with <br /> the City limits just south of the subject property. City of Lathrop sewer facilities have not yet <br /> expanded to this area, but eventually will. This time frame is presently unknown. Domestic water <br /> for the subject property will be provided by a new on-site domestic well. Domestic wastewater <br /> disposal from the Blue Rhino facility will be managed by its own on-site septic system, not the <br /> system managing Preston Pipelines located adjacent to Manthey Road. <br /> SSS§ 1.2. The Blue Rhino company processes and refills propane gas cylinders for return and re- <br /> purchase at retail stores. The"existing site"property currently consists of approximately 2.07 <br /> acres. The "proposed expansion site" is to consist of 2.01 acres, for a total site of 4.08 acres. It is <br /> proposed to construct a building within the expansion site area to employ 24 people (office <br /> workers, field personnel, truck drivers, customers, etc.). Currently, the improvements made to the <br /> property include an asphaltic concrete circular driveway, an existing restroom with its own septic <br /> system (which is ultimately proposed to serve the improvements on the expansion site in addition <br /> to this existing restroom), gas cylinder storage areas, and fencing/lighting. <br /> The following is a summarization of this Addendum. Recommendations on the wastewater system design <br /> operational parameters are also discussed within this report: <br /> • The existing primary disposal area and the required 100% reserve/replacement areas have been <br /> described and are illustrated on the project Site Plans produced by Burns& McDonnell. <br /> • The on-site soils were analyzed: 1.) For the ability to accept proposed wastewater effluent flows, <br /> LLwasand2.)To assess the characteristics of the on-site leachfield soils to mitigate nitrate impact.
