The application requests a site <br /> approval for a landscape and gardening business. The project is located west of Manthey Road <br /> and north of Louise Avenue in Lathrop. <br /> The project will require the conversion of agriculture and multi-purpose open space lands. San <br /> Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat Conservation <br /> and Open Space Plan(S.IMSCP), and as such should condition the project applicant(s) to <br /> participate in the SJMSCP. <br /> Participation in the SJMSCP satisfies requirements of both the state and federal endangerod <br /> species acts, and ensures that the impacts are mitigated below a level of significance in <br /> compliance with the California Environmental Quality Act(CEQA).
