Chesley <br /> Dear Megan Aguirre , <br /> EXECUTIVE DIRECTOR <br /> Member Agencies The San Joaquin Council of Governments ( SJCOG ) , acting as the Airport Land Use Commission <br /> CITIES OF ( ALUC ) and Congestion Management Agency ( CMA ) , has reviewed a Site Approval application to <br /> ESCALON , <br /> LATHROP , expand an existing truck parking facility for ten trucks and trailers to include seasonal parking for <br /> LODI , 49 additional trucks and trailers and the construction of a 6 , 300 sq . ft . warehouse building for <br /> MANTECA , storage and sorting of materials at 4750 East Mariposa Road , Stockton ( APN : 179 - 160 - 20 ) . <br /> RIPON , <br /> STOCKTON , <br /> TRACY , CONGESTION MANAGEMENT AGENCY' S REVIEW <br /> AND <br /> THE COUNTY OF SJCOG adopted the 2016 Update to the Regional Congestion Management Program ( RCMP ) <br /> SAN JOAQUIN ( http : //www . sicog- rcmp . org / literature 231152 /2016 RCMP Update Adopted Report ) on <br /> March 24 , 2016 ) . Chapter 6 of the RCMP describes the updated Land Use Analysis Program , <br /> including Tier 1 and Tier 2 review/ analysis requirements , analysis methods , impact significance <br /> criteria , and mitigation . <br /> SJCOG determined that this project does not meet Tier 2 Review ; thus , no additional information <br /> is required at this time . <br /> AIRPORT LAND USE COMMISION ' S REVIEW <br /> This project is located within Stockton Metropolitan Airport' s Traffic Pattern Zone ( 7b ) . Further <br /> review reveals this project is compatible with the 2018 Stockton Metropolitan Airport Land Use <br /> Compatibility Plan ( ALUCP ) ( https : //www . sicog . org /ALUC ) . An airspace review is required for any <br /> object , permanent or temporary, extending past 100 feet . <br /> SJCOG would like to provide standards and project design conditions that comply with the Airport <br /> Land Use Compatibility Plan as a reference guide . Note : Jurisdictions determine if the following <br /> standards and conditions apply to this project. <br /> 1 . New land uses that may cause visual , electronic, or increased bird strike hazards to <br /> aircraft in flight shall not be permitted within any airport' s influence area . Specific <br /> characteristics to be avoided include , <br /> a . Glare or distracting lights which could be mistaken for airport lights . Reflective <br /> materials are not permitted to be used in structures or signs ( excluding traffic <br /> directing signs ) . <br /> b .
