If an <br /> intersection is currently below LOS "C," any increase in delay from project-generated <br /> traffic must be analyzed and mitigated. The LOS for operating State highway <br /> facilities is based upon measures of effectiveness(MOE) (see Appendix "C-2"of the <br /> TIS guide). If an existing State highway facility is operating at less than this target <br /> LOS, the existing MOE should be maintained. <br /> • This proposed develo!)ment may not create a major impact on SR-99 when considered <br /> by itself. However, when combined with the cumulative impacts of other existing and <br /> proposed development in the area, the resulting traffic will contribute to the <br /> significant congestion forecasted on SR-99. <br /> • The Department supports the concept of"Fair Share Contributions"on the part of <br /> developers due to traffic impacts by the proposed development.
