This approval will expire on T, which is 18 months from the <br /> effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all <br /> necessary building permits have been issued and remain in force, and (3) all necessary permits from <br /> other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Corinne King, [209]953-7509) <br /> a. APPROVED USE: This approval is for a private right-of-way access to one lot (Lot 87) in the Small <br /> Farms Improvement Tract Division "C" antiquated subdivision as shown on the Site Plan dated <br /> December6, 2006. <br /> 2. PUBLIC WORKS DEPARTMENT (Seethe attached memo dated February 6, 2007) <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Section 9-1145.5) <br /> b. The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a 25-foot- <br /> wide right-of-way from the centerline of Mayers Road to the property line across the property's <br /> frontage. A$615.00 fee currently is required for processing, per Development Title Table 9-240.2, in <br /> addition to a copy of the Grant Deed and a legal description of the parcel to be offered for dedication. <br /> The fee due will be based on the current fee schedule. (Development Title Section 9-1150.5) <br /> c. The frontage,improvements for Mayers Road shall be constructed in conformance with the standards <br /> for one-half of a 50-foot-wide right-of-way rural residential street prior to finalization,of the Site <br /> Approval. (Development Title Section 9-1150.2) <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. In a Rural Residential roadway, an A.C. dike shall be prohibited, and <br /> the shoulder width shall be six feet. Maintenance of the private road shall be per Civil Code 845. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Lisa Medina, 468-3455) <br /> a. Environmental Health requires a soil suitability study indicating that the area is suitable for septic <br /> system use. This must be performed prior to issuance of building permits (Development Title <br /> Section 9-1105.2[d]). A review fee of$190.00 must be paid at the time of submittal to Environmental <br /> Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA design manual for on-site waste water treatment and disposal systems is required for <br /> each parcel.
