APPLICATION - AGRICULTURAL EXCAVATION <br /> Q: <br /> SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT DEPARTMENT <br /> FILE NUMBER: PA- <br /> The following checklist was designed to be used as a tool for developing a reclamation plan in compliance with SMARA. The checklist <br /> is intended to encourage coordination between applicants and review agencies in the identification of site specific issues prior to the <br /> development of a reclamation plan. Identifying and addressing pertinent issues in the preparation stage will minimize delays later on i I <br /> the approval process. <br /> The determination of which issues should he addressed in the reclamation plan for a specific site should be based on the size of the <br /> proposed operation, its potential environmental impacts, and the proposed end use of the site. Those items marked with an"X"are <br /> required by specific statutory language. Other items should not be considered as mandatory but may be required by the County, <br /> depending on site specific circumstances. More or less information maybe required,depending on the specific operation,agency <br /> requirements,and local ordinances. Check with Development Services staff to determine which items should be included. <br /> [XI I. DESCRIPTION OF ENVIRONMENTAL SETTING': The purpose of this section is to document the conditions at the <br /> proposed site prior to mining. The lead agency will use the information provided in this section to identify potential adverse <br /> environmental impacts of the proposed mining operation. <br /> A. Maps <br /> Site Access: Provide a road map which clearly shows how to get to the site from the nearest town. <br /> IXI Topographic Map z: This map is necessary to establish the location and regional setting of the mine site. The map <br /> should portray elevation contours, natural ground slopes,drainage patterns, and other topographic features of the mine <br /> site and its surrounding region within one mile of the mine site. Use U. S. Geological Survey 7-%z or 15 minute maps, <br /> which are the most accurate and useful. <br /> B. Geology': <br /> (X] 1. Provide a description of the general geology of the area and a detailed description of the area in which mining is to <br /> be conducted. The information will be used to assess potential adverse environmental impacts. Specifically,the <br /> geologic description should include: <br /> I ) a. A description of geologic setting. <br /> I I b. Geologic cross section(s)in the location of proposed slopes,dams,tailings facilities, etc. adequate to assess <br /> potential stability problems. <br /> I I c. Any other geological information requested by the administering agency. <br /> C. Hydrology: <br /> 1. Describe surface and ground water resources. The description may include: <br /> I i a. Evidence of contact with the State Water Resources Control Board and the Regional Water Quality Control <br /> Board regarding possible permitting requirements(most of the concerns relating to the discharge of mine waste <br /> can be satisfied by appending the report of waste discharge and waste discharge permit to the reclamation <br /> plan). <br /> I ) b. Flow estimates of watersheds that will be disturbed by or have a potential to impact the proposed mining <br /> operation). <br /> I i c. A description of land and water uses in affected watersheds that may be impacted by the proposed mining <br /> operation including a hydrologic inventory of wells and springs in affected areas. <br /> I 1 d. An assessment of potential impacts to the ground water regime in the affected area. <br /> I J e.
