J RECIEVED
APR 1 7 2008
RECLAMATION DISTRICT NO. 684 Community Development Dept.
235 East Weber Avenue
P. O: Box 1461
Stockton, California 95201
(209)465-5883
FAX: (209) 465-3956
Trustees Secretary and Attorney
John Armanino Dante John Nomellini
Robert Giovannoni
Kurt Sharp Engineer
Thomas J. Rosten
April 16, 2008
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, California 95205
Attention: Kevin Swanson
Re: PA-0800111 (AE)
Gallo/Reeves
Dear Sir:
The proposed excavation is on land in the immediate area where Reclamation District No.
684 recently carried out a major project to lower the drainage canals and crossings so that the
water table was low enough to allow for productive farming. It would appear that the excavation
will result in a substantial lowering of the land surface such that the resulting proximity of the
water table to the surface may adversely impact the farming of the land. RD 684 cannot be
expected to use its assessments to respond to drainage inadequacies caused by deliberate actions
of the owners to lower the land surface.
If it is expected that the land will remain drained and in productive agriculture, provisions
(including funding for installation, operation and maintenance) should be made to assure that a
separate drainage system and pump will be installed to pump water from the drains for the
lowered fields into the RD 684 drainage system.
A covenant running with the land should be recorded to assure that the separate drainage
system will be properly installed, operated and maintained and that the landowners acknowledge
that RD 684 will not make improvements to its drainage system to respond to water table
proximity to land surface caused by the subject excavation.
