ATTACHMENT A <br /> MITIGATION MONITORING PROGRAM FOR <br /> MINOR SUBDIVISION APPLICATION NO. MS-90-79 <br /> The passage of A.B. 3180, which amends the California Environmental <br /> Quality Act, requires that all public agencies adopt reporting or <br /> monitoring programs when they approve projects with mitigation <br /> measures adopted to reduce or avoid significant impacts identified <br /> during the analysis of potential environmental consequences. <br /> This Mitigation Monitoring Program provides a mechanism for <br /> monitoring the mitigation measures developed during this Minor <br /> Subdivision' s Environmental Analysis and is designed to ensure <br /> compliance with those measures during the implementation of the <br /> project. <br /> The mitigation measures addressed in this document deal with <br /> protecting the habitat of the Federally-listed threatened Valley <br /> elderberry longhorn beetle and the category 1-R candidates that may <br /> exist in or near the site' s vernal pools, the California <br /> Linderiella and the Vernal pool fairy shrimp. The two primary <br /> monitoring tools are a Habitat Management Plan, prepared by a <br /> qualified biologist for approval by the California Department of <br /> Fish and Game (DFG) and the United States Fish and Wildlife Service <br /> (FWS) , before recordation of the Parcel Map, and annual compliance <br /> reports, also prepared by a qualified biologist, to assess ongoing <br /> compliance with the mitigation measures. <br />
