Dear Ms. Mueller: SJCOG, Inc. has reviewed application PA-0300508 (SA). The application requests the revision of approved actions to revise a Condition of Approval to eliminate a proposed office and expand trailer parking. The project is located cast of McKinley Avenue and north of Roth Road in Lathrop. The project will require the conversion of agriculture and multi-purpose open space lands. San Joaquin County is a signatory to the San Joaquin County Multi-Spccics Habitat Conservation and Open Space Plan(SJMSCP), and as such should condition the project applicant(s)to participate in the SJMSCP. Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that:the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act(CEQA). Although participation is the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP,they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP.
