The SOC Project Overview on the Notice <br /> of Early Consultation's (NOEC's) site plan indicates that bulk material will be processed on site. <br /> If a tub grinder or shredder is part of the project proposal then a noise study may be necessary if <br /> local receptors are impacted by equipment operations during nighttime hours, and should be <br /> included in the ED. Appropriate noise-attenuating mitigation measures, which can be <br /> implemented to reduce noise levels, should be incorporated into the ED. Short term and <br /> cumulative impacts should be assessed as well as operations related noise. <br /> Risk of Upset/Human Health <br /> In the event of an accident, explosion, fire, or the release of hazardous substances due to upset <br /> conditions or mechanical malfunctions, an Emergency Response Preparedness Plan should be <br /> prepared and available at the facility. Personnel should be properly trained to handle emergency <br /> situations, including identification, location and use of fire suppression equipment, procedures <br /> for evacuation of the premises, and notice for contacting the appropriate authorities in the event <br /> of such an occurrence. What is the response time for the nearest San Joaquin County Fire <br /> Department location? IWMB staff request that such a plan be briefly described or referenced in <br /> the ED with the appropriate mitigation measures, if applicable, in the event of such an <br /> occurrence. Please describe the proposed hygienic facilities on site as well as first aid equipment <br /> accessibility and employee training. What is the distance to the nearest hospital? What will be <br /> the provisions for the permanent water supply? This information can be referenced in support <br /> documentation. Include on the SOC site plan a description of the security on the SOC property, <br /> including fencing, lighting, gates, and access roads/traffic circulation. <br /> Mitigation Reporting or Monitoring Program (MRMP) <br /> As required by Public Resources Code (PRC) Section 21081.6, the lead agency should submit a <br /> MRMP at the time of local certification of the Environmental Impact Report or adoption of the <br /> Mitigated Negative Declaration. This should identify the environmental impacts associated with <br /> the proposed project, identify mitigation measures to reduce impacts to a less than significant <br /> level, identify agencies responsible for ensuring the implementation of the proposed mitigations, <br /> and specify a monitoring/tracking mechanism. PRC Section 21080 (c)(2) required that <br /> mitigation measures "...avoid the effects or mitigate the effects to the point where clearly no <br /> significant effect(s) on the environment would occur." The MRMP is also required to be made a <br /> condition of project approval. Recent changes to this Section 21081.6(b) also requires that "A <br /> public agency shall provide the measures to mitigate or avoid significant effects on the <br /> environment are fully enforceable through permit conditions, agreements, or other measures." <br /> The MRMP should also indicate that agencies designated to enforce mitigation measures in the <br /> ED have reviewed the MRMP and agreed that they have the authority and means to accomplish <br /> the designated enforcement responsibilities. <br />
