4. PUBLIC HEALTH SERVICES <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage, animal waste ponding, storage, and/or application must be performed prior to acceptance <br /> of the application, as required by Development Title Section 9-1105.2(d). A nitrate loading study <br /> is required, and a review fee of$390.00 must be paid at the time of submittal to the <br /> Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel. A permit fee of$78.00 per percolation hole is required. <br /> b. The applicant shall submit a manure management plan to the Environmental Health Division and <br /> receive approval prior to use. A$156.00 plan check fee is required at the time of submittal. The <br /> number of poultry per acre shall not exceed an amount that would preclude good waste <br /> management practices. The applicant is to contact the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) regarding filing a Waste Management Report to be approved by <br /> CVRWQCB and the Environmental Health Division. (Porter-Cologne Water Quality Control Act, <br /> Chapter 4, Article 4, Sections 13260— 13263) <br /> c. All liquid and solid poultry wastes and vector problems associated with this poultry operation are <br /> to be retained on the premises so as not to cause a nuisance or a health problem (Porter- <br /> Cologne Water Quality Control Act, Chapter 4, Article 4, Sections 13260 — 13263). Any <br /> complaints that are verified against this site will be charged the Environmental Health Division <br /> hourly rate ($78.00) for response and correction, per Board of Supervisors Resolution B-92-1591. <br /> d. The domestic well must be repaired under permit and inspection by the Environmental Health <br /> Division and put back into service prior to occupancy. (Development Title Section 9-1115.4[e[) <br /> e. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> f. Demolition of all dilapidated structures and removal of all demolition material from the premises to <br /> an approved landfill site are required in accordance with San Joaquin County Ordinance Code <br /> Section 5-2401. <br /> Conditions of Approval -3- SA-99-53 <br />
