Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> Approve Revisions of Approved Actions for Use Permit application UP-96-0002 with the previously <br /> approved Findings and the previously approved Conditions of Approval with the change to Condition 1.b. <br /> and the addition of conditions from the Council of Governments as stated in their memo dated August 8, <br /> 2006. <br /> Previously Approved Findings <br /> 1 The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This finding can be made because religious assembly may be conditionally <br /> permitted in the AG-40 zone with an approved Use Permit. <br /> 2 Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly related to <br /> existing and proposed roadways. <br /> • This finding can be made because all utilities, including water, drainage, sanitation, <br /> and roadway improvements are Conditions of Approval and shall be in place prior to <br /> occupancy of the facility. <br /> 1 The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the Site Plan demonstrates that all requirements <br /> of the zone can be met. <br /> 4 Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or <br /> be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because an Initial Study prepared for this project found no <br /> potentially significant public health and safety impacts. <br /> 5 The use is compatible with adjoining land uses. <br /> This finding can be made because, with the recommended Conditions of Approval, <br /> the church facility will not interfere with or alter the current or future agricultural or <br /> residential uses on adjacent properties. <br /> San Joaquin County UP-96-0002/Southwinds Church <br /> Community Development Page 6 <br />
