_ characteristics. Ultimately, the effluent enters the shallow groundwater where a potentially <br /> detrimental phenomenon occurs. This is known as "mounding." Since the zone of saturation is also <br /> composed of a fine grained, clayey material,the hydraulic conductivity of the saturated zone is also <br /> low. Consequently, this zone cannot manage the influx of effluent as quickly and efficiently as a <br /> coarse grained material such as sand; the effluent backs-up and creates a mounding effect which can <br /> potentially cause effluent surfacing. If the Church Parishioners were to meet only on Sundays and <br /> possibly Wednesday evenings, the remaining days of the week should allow enough time for the <br /> system to "rest" and complete its intended function. But if the possibility exists that there may be <br /> daily on-site activity at the Church, then it is our opinion mounding could create a significant <br /> problem. <br /> Therefore, we are recommending an economic analysis be conducted between the cost of the <br /> traditional, mound septic system with its potential for environmental impact and failure, with an on- <br /> site wastewater or "package" treatment plant in which the wastewater may be discharged off-site. <br /> It may be possible to reach an agreement with the South San Joaquin Irrigation district to discharge <br /> directly into their irrigation/drainage ditch, located on the east property border. <br /> It is our understanding City of Tracy water and sewer may extend to the subject property within ten <br /> _ years, since it is approximately one mile to the east at present. If this is the case, then leasing a <br /> package treatment plant may be an economically attractive option. <br /> If the Church elects to proceed with the traditional mound septic system, it will be a requirement <br /> of the Environmental Health Department that the entire septic system for the project be operated <br /> under a yearly permit with periodic inspections. Additionally, there should be periodic assessments <br /> and analyses made of the leachfield clogging mat, groundwater mound formation and monitoring <br /> _ of downgradient wells for possible nitrate, chloride and bacteriological impact. This may require <br /> installation of monitoring wells. The septic tanks should be pumped on a regular basis, which will <br /> be dependant upon usage. The sewage contractor must notify the Environmental Health Department <br /> in writing of any observed abnormalities. All related septic system structures such as tight-lines, <br /> septic tank, and leachlines must conform to the applicable distance requirements as promulgated in <br /> the San Joaquin County Health District Codes. <br /> 9 <br /> Valfey Ag P(search <br />
