The existing private water wells shall be tested for the chemical <br /> dibromochloropropane (DBCP) and nitrates prior to operation of this facility. <br /> Samples are to be taken and analyzed by a State-approved laboratory. (San <br /> Joaquin County Development Title Section 9-1115.7) <br /> f. Submit three sets of building plans for review by the Environmental Health <br /> Division. Plans shall include the design of the entire dairy facility (milking barn, <br /> corrals, free stall housing, shelter sheds, dry cow facilities, calf barns, and <br /> waste water ponds); California Food and Agricultural Code, Division 15, <br /> Chapter 5, Article 2, Section 33481-33487. A $156.00 plan check fee is <br /> required at the time of submittal. <br /> g. All liquid and solid dairy wastes and vector complaints from this operation are <br /> to be retained on the premises so as not to cause a nuisance or a health <br /> problem (Porter-Cologne Water Quality Control Act, Chapter 4, Article 4, <br /> Section 13260-13263). Any complaints that are verified against this site will <br /> be charged the (EHD) hourly rate for response and correction as per Board of <br /> Supervisors Resolution B-92-1591 . <br /> h. The number of dairy animals per acre shall not exceed an amount which would <br /> preclude good waste management practices. Applicant is to contact the <br /> Central Valley Regional Water Quality Control Board regarding filing a Waste <br /> Management Report to be approved by Central Valley Regional Water Quality <br /> Control Board and the Environmental Health Division (Porter-Cologne Water <br /> Quality Control Act, Chapter 4, Article 4, Section 13260-13263). <br /> i. Refuse, garbage and other solid waste material must be stored, removed and <br /> transported to an approved landfill in accordance with San Joaquin County <br /> Ordinance Code, Section 5-2400. <br /> j. Demolition of all dilapidated structure(s) and removal of all demolition material <br /> from premises to an approved landfill site is required in accordance with San <br /> quin County Ordinance Code, Section 5-2401 . <br /> OA ��tr Er v Mal Health Division will require three (3) monitoring wells to be <br /> installed. Two (2) wells down gradient, one (1 ) well up gradient of the manure <br /> ponds. These wells to be tested annually for T.D.S., specific conductance and <br /> Nitrates. <br />
