I have also met with Mr. Tosta and have discussed his plans. <br /> My concerns are as follows: <br /> 1. The proposed dairy has inadequate acreage of cropland for proper distribution of <br /> manure. Rented land and neighboring farms will have to be depended upon, over <br /> 300 acres at the proposed capacity of 2085 animal units (AU's). <br /> 2. Ground water is very shallow at the site. Test borings encountered water at four <br /> feet below ground surface. <br /> 3. A surface water drain passes immediately adjacent to the dairy facility. <br /> 4. Manure and waste water management on the site currently operated by Mr. Tosta <br /> has not complied with water quality regulations. Waste water and corral runoff <br /> have discharged into a surface drain. Manure and stormwater have been allowed <br /> to accumulate in corrals and create nuisance conditions and a threat to <br /> groundwater. <br /> If Application Number 5A-94-44 is approved, the Regional Board will propose the <br /> following: <br /> 1. Require submittal of a Report of Waste Discharge which includes a $2,000 filing <br /> fee and a technical report on how water quality is to be protected. <br /> 2. Prepare tentative Waste Discharge Requirements which may include the following: <br />
