I have also met with Mr. Tosta and have discussed his plans.
My concerns are as follows:
1. The proposed dairy has inadequate acreage of cropland for proper distribution of
manure. Rented land and neighboring farms will have to be depended upon, over
300 acres at the proposed capacity of 2085 animal units (AU's).
2. Ground water is very shallow at the site. Test borings encountered water at four
feet below ground surface.
3. A surface water drain passes immediately adjacent to the dairy facility.
4. Manure and waste water management on the site currently operated by Mr. Tosta
has not complied with water quality regulations. Waste water and corral runoff
have discharged into a surface drain. Manure and stormwater have been allowed
to accumulate in corrals and create nuisance conditions and a threat to
groundwater.
If Application Number 5A-94-44 is approved, the Regional Board will propose the
following:
1. Require submittal of a Report of Waste Discharge which includes a $2,000 filing
fee and a technical report on how water quality is to be protected.
2. Prepare tentative Waste Discharge Requirements which may include the following:
