Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Deny Major Subdivision Application No. PA-0400492 due to the inability to make Finding No. 6 in <br /> the affirmative. <br /> Findings <br /> The proposed subdivision is consistent with the General Plan, any applicable Master Plan, <br /> Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. <br /> • This finding can be made because the RIR (Rural Residential) General Plan <br /> designation and R-R (Rural Residential) zoning permit lots that are a minimum of <br /> two acres in area. The General Plan density requirement is 1 to 5 dwelling units per 5 <br /> gross acres. This project proposes a density of 2.34 dwelling units per acre, which <br /> meets the requirement. This proposed project is also consistent with the Community <br /> Plan for Peters contained in Volume II of the General Plan.There are no applicable <br /> Master Plans, Specific Plans, or Special Purpose Plans. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and <br /> any applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the design and improvements of the proposed <br /> subdivision are consistent with the standards contained in the General Plan as <br /> reflected on the tentative map. The General Plan permits parcels with the R/R <br /> designation to be served by a private septic system, an individual well, and an on- <br /> site drainage system. This project is consistent with those requirements. Each <br /> parcel will have a private septic system, an individual well, and an on-site drainage <br /> system. <br /> 3. The site is physically suitable for the development proposed. <br /> • This finding can be made because parcels in the Rural Residential zone that are a <br /> minimum of two acres may be served by a private septic system, individual well, and <br /> on-site storm drainage. All proposed parcels will be two acres or larger and will be <br /> served by a private septic system, individual well, and on-site storm drainage. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because the proposed lots are relatively flat and are each <br /> over two acres. The project area is surrounded by two-acre minimum size parcels. <br /> Most of the surrounding parcels contain a residence.
