b� lwe <br /> Chandler Martin <br /> COMMENTS ON DEVELOPMENTS <br /> PA-04-492(SU) <br /> RECOMMENDATIONS: <br /> 1. All improvements shall be in conformance with the current Improvement Standards and Specifications of <br /> the County of San Joaquin. All improvement plans and specifications shall include grading plan for each <br /> individual lot,if applicable. These improvement plans and specifications are subject to plan check, field <br /> inspection fees and must be approved by the County of San Joaquin Department of Public Works prior to <br /> recording the Final Map. (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br /> 2. If improvements referred to herein are not completed prior to recording the Final Map,the subdivider shall <br /> execute an agreement with the County of San Joaquin ensuring the completion of improvements within one <br /> (1)year after recording the Final Map. (Development Title Section 9-1100.3 U]) <br /> 3. A Preliminary Soils Report is required in accordance with the County Standards for the purpose of <br /> determining the R-Value for the design of the roads. (Development Title Section 9-910.2) <br /> 4. A grading plan shall be submitted as a part of the improvement plans and approved prior to recording the <br /> Final Map. The grading plan shall contain the information listed in the U.B.C.,Appendix,Chapter 33, <br /> Section 3309, complete drainage details and elevations of adjacent parcels. Retaining wall details shall be <br /> submitted where applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and <br /> 3309.4 for'Engineered Grading Requirements." (Grading that disturbs more than five acres will require a <br /> National Pollutant Discharge Elimination System permit.) <br /> 5. All proposed traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices, <br /> CalTrans Traffic Manual and/or San Joaquin County Standards and shall be shown on the improvement <br /> plans. (Development Title Section 9-1150.2) <br /> 6. All utilities shall be underground except power transmission facilities of a 35 KV or greater. Public utility <br /> easements shall be provided along the road frontage of the subdivision and as required by the public utility <br /> companies. (Development Title Section 9-1155.2) <br /> 7. Rose Clover Lane and the private road shall be improved to County Standards for a fifty(50) foot right-of- <br /> way urban/rural subdivision/industrial/commercial street. <br /> (Development Title Sections 9-857.4, 9-1150.2[d][3] and 9-1150.5[6]) <br /> 8. Dedication to result in a twenty-five(25) foot wide right-of-way from the centerline of Reid Road to the <br /> property line shall be required on the Final Map and improved on the subdivided side to County Standards <br /> for a 50 foot right-of-way rural road. (Development Title Section 9-1150.5[b]) <br /> 9. This subdivision is approved for recording as a single unit;phasing is not approved. <br /> (Development Title Section 9-1100.3) <br /> 10. Drainage from each parcel,Rose Clover Lane,Reid Avenue,and private road shall be retained on-site by a <br /> retention basin(18 inch maximum depth) and shall be noticed by a statement on the Final Map. On-site <br /> drainage shall be included in the grading plan submitted for approval. Drainage for each parcel shall be <br /> calculated prior to release of Building Permit. (Development Title Section 9-1135.9) <br />
