agricultural suitability of the property. Because
replacement of the topsoil will not enhance the
agricultural suitability of the property, the topsoil may
be removed from the site per San Joaquin County Development
Title 9-1415 . 3 (g) . The topsoil will be preserved by making
it available for sale to others or by deepening the
existing topsoil in the setback areas .
Stockpile Volume :
Stockpile volume will vary due to varying market demand for
different soil types .
Stockpile locations :
Stockpile locations are shown on the Excavation Site Plan.
Erosion of Stockpiles :
Stockpile slopes will not generally exceed 2 feet
horizontal to 1 foot vertical . In addition, the clayey
soils and low rainfall climate combine to preclude erosion
in stockpiles .
3 . Type of Mining - Overburden/Waste/Ore:
The proposed type of mine is a combination of quarrying to
remove overburden, and dredging to remove the sand, which
is below the water table . Near surface topsoil and
sedimented and clayey subsoil, which lie above the sand
will be excavated from the site using scrapers, excavators,
draglines, or other means . Excavated soil will be loaded
into rubber-tired scrapers, bottom dump trailers, haul
trucks or other transport, and directly sold, or placed
into stockpiles . No blasting is proposed.
The contour created by the excavation will be the final
contour required in the reclamation plan. Cuts will not
create interim slopes that need backfilling during
reclamation. The final contour will be created as the
excavation progresses . Slopes will be excavated to finish
grade.
Below the water table, a bucket type "sky-line" dragline (or
equivalent) will be utilized to excavate sands to a depth
averaging approximately 60 feet below the present surface .
Slopes under water will not exceed 2 feet horizontal to 1
