AND MOSSDALE ASSOCIATES, LTD. <br /> MOSSDALE RANCH AGGREGATE SAND EXCAVATION AND PLANT <br /> SAN JOAQUIN COUNTY -4- <br /> return frequency of 100-years. The design shall also account for an <br /> accumulation of fines within the pond. <br /> C. Solids Management: <br /> 1 . Fines shall be managed as stipulated in the Site Operations Plan <br /> required in Provision E.4, below. <br /> D. Ground Water Limitations: <br /> 1 . The discharge and storage, in combination with other sources, shall <br /> not cause underlying ground water to: <br /> a. Contain waste constituents statistically greater than background <br /> water quality. (For purposes of comparison, background water <br /> quality shall be determined when background monitoring provides <br /> sufficient data. Quality determined in this manner establishes <br /> "water quality protection standards. ") <br /> b. Contain chemicals, heavy metals, or trace elements in <br /> concentrations that adversely affect beneficial uses or exceed <br /> maximum contaminant levels specified in 22 CCR, Division 4, <br /> Chapter 15. <br /> C. Contain taste or odor-producing substances in concentrations <br /> that cause nuisance or adversely affect beneficial uses. <br /> d. Contain concentrations of chemical constituents in amounts that <br /> adversely affect beneficial uses. <br /> E. Provisions: <br /> 1 . Neither the treatment nor the discharge shall cause a nuisance or <br /> condition of pollution as defined by the California Water Code, <br /> Section 13050. <br /> 2. The Discharger may be required to submit technical reports as directed <br /> by the Executive Officer. <br /> 3. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 91-217, and any revisions thereto as ordered by the <br /> Executive Officer. <br /> 4. The Discharger shall submit and operate under a Site Operations Plan <br /> approved by the Executive Officer. <br /> 5. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated 1 March 1991, which are attached hereto and by <br />
