ENviRoNMENTAL CHECKLIST <br /> ` 4.15 TRANSPORTATION/TRAFFIC <br /> Grant Line Road improvements proposed in Specific Plan III, have been implemented. No <br /> intersections would have a LOS F. The following additional intersections would operate at <br /> LOS D: <br /> • Grant Line Road/Altamont Pass Road during morning and afternoon peak-hours. <br /> L • Mountain House Parkway/Byron Road in the afternoon. <br /> L • Henderson Road/Byron Road in the morning. <br /> • Great Valley Parkway/Byron Road in the afternoon. <br /> LAll these intersections would require traffic signal control (EDAW, 2005b). <br /> All the on-site streets and roadways would be built to accommodate projected traffic <br /> generated by the Mountain House Community and other planned developments in the area. <br /> Great Valley Parkway,Central Parkway, and DeA za Boulevard will be four lanes (two <br /> lanes per direction). Mountain House Parkway from Mascot Boulevard to Von Sosten Road <br /> and Byron Road from Central Parkway to Henderson Road will be improved to six lanes <br /> (three per direction). Mountain House Parkway from south of Von Sosten Road to the <br /> freeway will be improved to eight lanes (four lanes per direction) (EDAW, 2005b). <br /> L <br /> The SPIIIEIR summarizes the mitigation measures for 2025 buildout conditions (EDAW, <br /> 2005b, Table 4.11-18). MEIR Mitigation M 4.12-1[h] requires annual traffic monitoring and <br /> L a report reviewing the progress of the required transportation improvements. Based on the <br /> findings in the annual reports, San Joaquin County can adopt additional findings related to <br /> whether the adopted trigger points for transportation improvements and a specific project's <br /> ` fair share of costs should be revised as a condition of further development approvals to <br /> ensure the timely construction of needed improvements. <br /> ` According to the MSIR, "As an alternative to widening the I-205 freeway beyond six lanes, <br /> the sponsor of the Mountain House Community shall contribute a fair share to the <br /> development of a parallel east-west roadway system north of I-205 extending between <br /> Mountain House and the City of Lathrop's Gold Rush City development, including the <br /> necessary multi jurisdictional altemative/feasibility studies." Despite the mitigation <br /> measures identified in the MEIR and the SPMIR and the Mountain House Traffic Impact <br /> Fee/San Joaquin County Traffic Impact Mitigation Fee program, traffic congestion on <br /> Altamont Pass Road west of Grant Line Road and on segments of 1-205, 1-580, and I-5 would <br /> remain a significant and unavoidable impact. <br /> Mitigation Measures <br /> Traffic mitigation measures were proposed in the MEIR and the SPIIIEIR. There is no <br /> additional mitigation available to reduce the levels of impact,and the impact remains as <br /> significant and unavoidable. <br /> r c) Result in a change in air traffic patterns, including either an increase in traffic levels or <br /> a change in location that results in substantial safety risks? <br /> 4-81 <br />
