It would extend through the non-residential area, crossing De Anza Boulevard, <br /> 'fir extending through a portion of the residential neighborhoods where it"T's" into"I"Street. <br /> "C" Drive would provide the primary access from Grant Line Road.A third collector street, <br /> "H"way would extend from"S"Street to"C"Drive. Neighborhood Entries would be <br /> 1► developed at the intersections of Grant Line Road and"C"Drive, De Anza Boulevard and <br /> "S"Street, and"J"Drive and De Anza Boulevard. Arterial Entries would be developed at <br /> the intersections of Grant Line Road and De Anza Boulevard and"R"Drive and Mountain <br /> House Parkway. One Community Entry would be developed at the intersection of Grant <br /> Line Road and Mountain House Parkway. Al roadways and entries would be developed in <br /> accordance with Specific Plan III and the Mountain House Community Services District <br /> ` design standards. <br /> o Drainage. The storm drain system for the project would consist of gravity-flow pipelines <br /> (i.e., storm drains)with lateral pipes to catch basins (drop inlets) installed at intervals <br /> along the street gutters. In keeping with the policies of the 1994 Master Plan, the <br /> applicant would be required to prepare a post-development Storm Water Master Plan <br /> (SWMP)that includes provisions addressing: (1)public education and outreach on <br /> stormwater impacts; (2) public involvement/participation; (3)illicit discharge detection and <br /> ` elimination; (4)construction site storm water runoff control; (5) post construction storm <br /> water management; and (6)pollution prevention/good housekeeping for municipal <br /> operations. The applicant would submit the SWMP to the County when submitting project <br /> improvement plans. The County and the MHCSD would review these plans prior to Final <br /> Map approval. <br /> o Water Supply. Water supply would be provided by the MHCSD from the water treatment <br /> plant located on the north side of Byron Road. Pipelines would be extended along <br /> DeAnza Boulevard from Neighborhood D as well as from Grant Line Road. <br /> [Note: MHCSD is processing an agreement with the San Joaquin Delta Community <br /> College District for a site for two 3.7 million gallon treated water storage tanks at the <br /> northeast corner of the community college campus proposed in Specific Plan III. One <br /> reservoir to serve pressure zone two must be constructed before development of the <br /> Machado property can occur. In addition, two booster pump stations must be constructed <br /> to provide sufficient flow and pressure to meet peak hour and fire fighting demands. The <br /> v. first is required to serve the project site. The second tank and pump station will be <br /> ,v constructed as later phases of the Mountain House Community are developed. The <br /> piping system at the storage tank and pump station site will be designed so the pump <br /> %W stations can draw water from either tank,thereby providing flexibility to system operation <br /> (West Yost,2004). Until agreement is reached with the College District, MHCSD will <br /> retain all other options for treated water storage tank sites. These options include the <br /> `,, alternative site in Alameda County where Grant Line Road crosses the county line,which <br /> is owned by Trimark Communities, LLC, and the developer of Specific Plan II. The <br /> %W applicant for the Machado property must pay his fair share of the costs of the Zone 2 <br /> tank, pressurization pump station, and distribution pipelines to the Machado site. The <br /> applicant would also pay all the costs of developing the project site.] <br /> V.+ <br /> o Wastewater. MHCSD would provide wastewater service. The MHCSD operates a <br /> wastewater treatment plant located north of Byron Road. The sanitary sewer lines would <br /> extend from the treatment plant, north to the project site along De Anza Boulevard from <br /> Neighborhood D on the north side of the proposed development. This sewer line would <br /> be a 12-inch-diameter pipe from which the smaller pipelines would connect within the <br /> V proposed development.
