outdoor noise levels at the center of the front yards of the five existing residences to below 65 <br />dBA Ldn/CNEL. If Grant Line Road is widened at this location subsequent to construction of <br />the sound barrier but before removal of the five residences under Specific Plan II, the sound <br />barrier shall be relocated, as required. If the five existing residences are removed under <br />Specific Plan II before occupancy of the first residence under the College Park project, this <br />mitigation measure shall not require implementation. This mitigation shall be funded through <br />fair -share payments by the College Park developers. [MM 4.13-3] <br />Timing: Design submitted with Improvement Plans for first Final Map and compliance verified <br />prior to the issuance of building permits. <br />24. Traffic Noise—Arterials: Before occupancy of the first residence proposed under the <br />College Park project along each of the seven arterial segments identified in Table 4.13-11 of <br />the College Park Final EIR, a sound barrier shall be constructed by the College Park <br />developers along that arterial segment. The noise barrier may consist of a wall, berm, or <br />combination thereof. The exact location, height and character of the sound barrier shall be <br />determined by a noise consultant approved by the County. The sound barrier shall reduce <br />outdoor noise levels at the center of backyards of proposed adjacent single-family residences <br />to below 65 dBA Ldn/CNEL and as close to 60 dBA Ldn/CNEL as feasible. This mitigation <br />shall be funded through fair -share payments by the College Park developers. [MM4.13-4] <br />Timing: Design submitted with Improvement Plans and compliance verified prior to <br />recordation of the first Final Map. <br />25. Outdoor Noise Levels: Best available noise reduction measures shall be implemented by <br />the applicant to reduce noise levels in primary outdoor use areas (backyards) of new <br />residential development to an Ldn of 60 dB. The subdivider shall specify what reasonable <br />measures have been taken in this regard. Where it is not possible to reduce noise levels to <br />this level using practical application of the best available noise reduction measures, an <br />exterior noise level of up to 65 db may be allowed. [Master Plan Policy 11.3.1 (e) and <br />Specific Plan III Implementation Measure 11.2.3.b and e.] In the case that noise levels cannot <br />be reduced to the design noise level of 60 dB, the applicant must provide notice via a note on <br />the deed of each lot stating that exterior noise levels may exceed 60 dB. <br />Timing: Inclusion of note on the Final Map approved by CDD prior to Final Map approval, and <br />inclusion of note on deed prior to issuance of building permits. <br />26. Interior Noise Levels: Interior noise levels for housing proposed to be located in areas <br />exposed to an exterior noise level of an Ldn above 60 dB shall be maintained at or below an <br />Ldn of 45 dB. [Implementation Measure 11.2.1 (4)] <br />Timing: Compliance verified prior to the issuance of building permits. <br />27. Construction Noise: The following measure shall be implemented during construction: <br />■ Construction shall be limited to the hours of 6:00 AM to 9:00 PM on weekdays. Extended <br />hours which may include Saturdays and Sundays may be allowed through prior notice to <br />adjacent residents and landowners, and prior approval of the MHCSD for infrastructure <br />construction and CDD for building permits. <br />■ Comply with all San Joaquin County Development Title for all construction activities <br />Equip all construction vehicles or equipment, fixed or mobile, with properly operating and <br />maintained mufflers and acoustical shields or shrouds, in accordance with the <br />manufacturers' recommendations. <br />
