Findings (PA-0600161)
1. The proposed subdivision is consistent with the General Plan, the Master Plan, any applicable
Specific Plan, any applicable Special Purpose Plan, the Public Financing Plan, and any other
adopted plan adopted by the County.
• This finding can be made since the proposed subdivision is a "Preliminary Map",
as that term is defined by Section 9-110.4M of the Mountain House Development
Title and as provided for by the Mountain House Master Plan. As such, it would
create parcels or lots no smaller than areas generally formed by zoning district
boundaries and/or arterial and collector roadway alignments, as shown by the
Specific Plan III land use diagram. In addition, all proposed parcels would have
legal access and further subdivision of said parcels would be required prior to
application for building permits.
2. The design or improvement of the proposed subdivision is consistent with the General Plan, the
Master Plan, any applicable Specific Plan and any applicable Special Purpose Plan.
• This finding can be made since the design and improvements of the subdivision,
will be required, via Mountain House Community Services District(MHCSD)
conditions of approval,to conform to all Community Approvals. Said Community
Approvals include, but are not necessarily limited to,the General Plan, the
MHCSD Improvement Standards and Specifications, the MHCSD Design Manual,
the Mountain House Master Plan, Specific Plan III, master utility plans, and other
standards and plans adopted by the MHCSD. In addition, all such improvement
plans and specifications must be approved by the MHCSD prior to approval of
the Final Map.
1 The site is physically suitable for the type of development proposed.
• This finding can be made since no development of the site is proposed. The
proposed subdivision is for financing purposes only(i.e., sale, lease, or
exchange). Any future development would require further subdivision of the
subject property, necessitating compliance with all applicable development
requirements and adopted plans of the Mountain House Community Services
District(MHCSD) and the County for acceptable physical site development.
4. The site is physically suitable for the proposed density of development.
District(MHCSD) and the County with respect to the density of development.
5. Neither the design of the subdivision nor any proposed improvements are likely to cause
substantial environmental damage or substantially and unavoidably injure fish or wildlife or
their habitat.
• This finding can be made because the proposed subdivision, as conditioned, will
be required to comply with applicable Federal and State laws for the protection of
fish or wildlife or their habitat(e.g., Section 401 of the Clean Water Act with
respect to Mountain House Creek water quality; Section 404 of the Clean Water
23
