59. The developer shall fund, design and construct the required storm drainage system in <br /> accordance with the requirements of the Storm Water Master Plan Update and the MHCSD's <br /> Standards and Specifications to serve Mountain House Business Park unless otherwise <br /> required or approved by the General Manager of the MHCSD. <br /> 60. The developer shall build the required drainage system and water quality basins as required <br /> by MHCSD to accommodate runoff from the project. BMP's and pretreatment of storm <br /> drainage runoff from the project, as approved by the MHCSD, is required prior to discharge <br /> into the public storm drainage system. <br /> 61. The private lakes shall be designed to prevent any impact on the roadway section. The <br /> design of the lake section near the roads shall be approved by the MHCSD. <br /> 62. Water Quality Basins Mosquito Abatement: Plans for the implementation and maintenance of <br /> the water quality basins and any other storm drainage facilities involving open bodies of water <br /> shall be reviewed and approved by the MHCSD and if required by the MHCSD, reviewed by <br /> the mosquito Abatement District. Condition shall be met before approval of first Final or <br /> Parcel Map. <br /> 63. All non-residential (Le. Office, Industrial, Commercial, Neighborhood Commercial etc), uses <br /> must perform a pretreatment of all storm flows before the flows enter a public storm system. <br /> The design shall be in accordance with the Storm Water Master Plan Update and NPDES <br /> requirements. The MHCSD shall review and approve the plans and the specifications for the <br /> storm pretreatment prior to issuance of the building permit. <br /> UTILITIES <br /> 64. The Developers and contractors shall comply with Ordinance No.4162"Street Opening and <br /> Pavement Restoration Regulations. <br /> 65. When any portion of an arterial street is to be included in a development's construction plans, <br /> then all of the buried utilities that are ultimately planned to be within the improvement area <br /> shall be installed as part of the street improvement project regardless if any of the utilities are <br /> required for any phase of the development associated with the street construction. Conduits <br /> or sleeves may be installed in lieu of the buried utility if approved by the MHCSD. <br /> 66. Any phased development shall install all "in-tract"utilities required to serve it development. In <br /> addition, if any future adjacent or nearby phases of the development, or adjacent <br /> Neighborhoods, will depend on obtaining service from such utilities, then the utility lines shall <br /> be sized to serve these future developments. Any utility lines that are intended to be used by <br /> an adjacent development or Neighborhood shall be installed up to the phase or Tentative <br /> Map boundary line to make it available for future extension.To recoup all or a portion of any <br /> over sizing costs, the developer may request the MHCSD to process a reimbursement <br /> agreement pursuant to the MARA. <br /> 67. When public utilities are to be located outside public rights-of-way but within the Tentative <br /> Map boundary, the developer shall provide public utility easements for these utilities. The <br /> easements shall be shown on all Final or Parcel Maps and parcel maps. <br /> 68. Prior to the submittal of improvement plans for the development,the developer shall submit <br /> to the MHCSD composite schematic plans for in tract storm drains, sanitary sewers, and <br /> water distribution facilities. <br /> 69. Electrical transformers within residential Neighborhoods shall be in underground vaults, <br /> subject to MHCSD and Modesto Irrigation District(MID) requirements. The developer shall <br /> pay for any incremental costs relating to undergrounding transformers not paid for by MID. <br /> Transformers located in the downtown area, commercial and industrial areas may be placed <br /> 15 <br />
