1-CZ) cP, ALM- 11-;a-00
JOAQUIN
1y JOAgUCOUNTY
A HE tIFF, OFFICE
CPTED DEPARTMENT°ouNN.
Memo
To:TINA WEHRMEISTER
From: Don Mann San Joaquin Sheriffs Department
cc: Captain Esau
Lt. Rector
Date: 11/22/00
Rec Site Approval Application
The San Joaquin County Sheriffs Department has the following concems that would be associated
with this type of business:
1. Littering of the area surrounding the complex.
2. Inadequate lighting around the building and the parking area,that in affect creates dark areas that
can be unsafe for customers and the public.
3. Robbery.
The following recommendations are intended to mitigate the potential affects on the community. In
addition to proposed rules by the business we require:
1. That management be responsible forthe removal of litter from adjacent property and roads that
result from this business.
2. That store windows be left unobstructed to all viewing of the interior of the business by patrolling
deputies. Design to allow employees primary work position.
3. Building security to resist crime attempts by both hardware and electronic systems:
A. The cashier station to be raised. This tends to give an advantage of height against would be
criminals;
B. Have display counters low enough that the cashier has visibility throughout the store,-
C.
tore;C. Have a buzzer on doors of the coldbox so that the decks will know when someone has
removed merchandise from the refrigerator areas;
D. Design cashier station to be visible from the parking area. Do not block windows or doors with
posters or signs. Keep counters clean of excess displays to promote the visibility of the cashier
station;
E. Have a two-way mirror on inside doors to storage, utility and office areas. This creates
uncertainty as to how many people are actually in the store and tends to deter criminals.
0 Page 1
