i. Prepare and implement a Storm Water Pollution Prevention Plan (SWPPP) meeting the <br /> requirements of the State Water Resources Control Board (SWRCB). Applicant shall file a Notice of <br /> Intent(NOI)with the SWRCB and comply with the State"General Permit for Storm Water Discharges <br /> Associated with Construction Activity". The Waste Discharge Identification Number(WWID), issued <br /> by SWRCB, shall be submitted to Public Works for file. Permit Registration Documents (PRD) shall <br /> be filed with the SWRCB. A copy of the approved SWPPP and all required records, updates, test <br /> results and inspection reports shall be maintained on the construction site and be available for review <br /> upon request. <br /> Informational Notes: <br /> (i.) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control <br /> District (209-982-4675) and the California Health and Safety Code for the prevention of mosquitoes. <br /> Best Management Practices (BMP) guidelines for storm water devices, ponds and wetland are <br /> available. <br /> (ii.) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael F. Escotto, [209]468-3443) <br /> a. The well must be repaired under permit and inspection by the Environmental Health Department <br /> (San Joaquin County Development Title, Section 9-1115.4(e)) as follows: <br /> 1) Agricultural discharge pipes utilizing an air gap for back-flow prevention shall maintain an air gap <br /> equal to the size of the discharge pipe, but not less than 6 inches. The discharge pipe shall also <br /> have two '% inch slits extending 6 inches from the bottom of the pipe and opposite each other or <br /> a back-flow device approved by San Joaquin County must be installed. <br /> b. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6) <br /> 4. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Kimberly Juarez, [209]235-0600) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP)and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90-day process <br /> and it is recommended that the project applicant contact SJMSCP staff as early as possible. Please <br /> contact SJMSCP staff regarding completing the following steps to satisfy SJMSCP requirements: <br /> 1) Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> 2) Sign and return Incidental Take Minimization Measures to SJMSCP staff(given to the project <br /> applicant after the pre-construction survey is completed). <br /> 3) Pay the appropriate fee based on SJMSCP findings. <br /> 4) Receive the Certificate of Payment to release the required permit. <br /> San Joaquin County PA-1200023\Bear Creek Solar, LLC <br /> Community Development Page 7 <br />
