PA-1200023 <br /> (FOURTH DISTRICT) 1701(, til-J/ta4 7D-),LL W- Lour <br /> RECOMMENDATION- <br /> It is recommended that the Board of Supervisors deny the appeal and uphold the Planning <br /> Commission's denial of Site Approval Application No. PA-1200023. <br /> BACKGROUND: <br /> This is an appeal of the Planning Commission's denial of a request to construct a 1.5 <br /> mega watt photovoltaic solar power facility encompassing 20 acres of an existing 22.3 <br /> acre parcel. This is an unmanned facility and will include a switchyard to connect the <br /> existing transmission lines to the ground mount units. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission heard this matter at its regular meeting on September 6, 2012. <br /> Christopher Little,the applicant, spoke in favor of the project. Two neighbors and a <br /> representative of the San Joaquin County Farm Bureau Federation spoke in opposition of <br /> the project. <br /> After considering all oral and written testimony,the Planning Commission voted 3-2 to <br /> deny the Site Approval application due to the inability to make Finding No. 5. <br />
