(SA-95-7)
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has
reviewed your refferal and offers the following comments:
However, there are air quality impacts that will be associated with construction phase
of this project. Projects of this type can generate emissions from the movement of
soil, use of construction equipment, bulk materials handling, asphalt paving and other
related activities.
This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM10)
entrained into the ambient air from man-made sources. Specifically, the Rules within
Regulation VIII that may apply to your project are: Rule 8010 (Administrative
Requirements), Rule 8020 (Construction, Demolition, Excavation, and Extraction
Activities), Rule 8030 (Handling and Storage of Bulk Materials), Rule 8060 (Paved and
Unpaved Roads) and Rule 8070 (Parking, Shipping, Receiving, Transfer, Fueling, and
Service Areas).
The attached Synopsis highlights many of the requirements contained within
Regulation VIII. The Synopsis is not meant to be all inclusive, but it can be a useful
compliance aid in the field and office alike. Please refer to Regulation VIII for specific
requirements.
David L.Crow'
Executive Director Air Pollution Control Officer
Northern Region Central Region Southern Region
