COMMENTS: Mike, On April 21, 2003, I signed off on the above referenced report. What date it reached the desk of Lisa Medina I do not know. On May 20, 2003, I received a FAX from Linda which was a check list, from your department, pertaining to Percolation Testing/Soil Suitability Study items. I appreciate the check list, it is the first I have ever received from EHD. However, please note the check list was not in circulation at the time of testing/submittal for SR 32581. The percolation testing was completed on Apr_ 18, 2003. Mr. Vorhees stated to me today,you mentioned to him the report did not cover all the items on the check list. I would agree with your statement. The list was not forwarded to we until May 20, 2003. Be that as it may, the need is to furnish an Addendum which would cover the check list items which are not adequately addressed in the report, so the development may proceed. Without any comments from you,I must proceed on my own to review the check list, add information where it appears the check list requires it, and submit an addendum for your approval. I do appreciate the check list from EHD but to make it retroactive which you have done, appears unfair to all parties concerned. It should be applicable upon receipt or you assign a date to be effective as you did on the letter of Apr. 25, 2002, Subject: Policy for Percolation Test Procedure.
