Jack Tone Road <br /> Stockton, CA 95215 Stockton, CA 95215 <br /> NOTICE OF UIOLATION, CHINCHIOLO FRUIT/SIERRA HILLS PACING, STOC%TON, SAN <br /> JOA QUIN COUNTY <br /> Staff performed a site inspection on 15 August 2002 of Chinchiolo Fruit Company and Sierra Hills <br /> Packing Inc.'s (Dischargers) Stockton facility and observed excessive weed growth in the wastewater <br /> storage pond. A photograph log is attached. Waste Discharge Requirements (WDRs) Discharge <br /> Specification No. B.6 states, "Ponds shall be managed to prevent breeding of mosquitoes. Weeds shall be <br /> minimized through control of water depth,harvesting, or herbicides." By 21 October 2002, the <br /> Dischargers shall submit a report describing how the weed growth was controlled. <br /> The wastewater facilities lack sufficient capacity to contain all the wastewater generated. This fact was <br /> demonstrated by the need to discharge wastewater into your stormwater ponds on 28 May 2002. During <br /> the inspection, you described acquisition of an adjacent parcel and plan to develop it as land application <br /> area. Such an addition is a material change in the way you handle wastewater and requires submittal of a <br /> Report of Waste Discharge (RWD). By 4 November 2002, please submit an RWD that addresses the <br /> attached additional questions and any additional information that is required to describe the wastewater <br /> system. The technical report portion of the RWD shall be prepared under the supervision of a California <br /> licensed engineer. Because your facility already pays an annual fee for WDRs Order No. 95-039, no filing <br /> fee is needed for the RWD submittal. <br /> As discussed during the inspection, staff has prepared a sample spreadsheet that you may choose to use for <br /> your monthly reports. Enclosed is a hard copy; an electronic version has also been e-mailed to your <br /> attention. <br /> Numerous violations were noted in your self-monitoring reports.
