a <br /> WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0034 13 <br /> SUTTER HOME WINERY <br /> LODI FACILITY, SAN JOAQUIN COUNTY <br /> a. By 29 March 2002, the Discharger must submit a Notice of Intent to seek coverage <br /> under, the National Pollutant Discharge Elimination System(NPDES) General Permit <br /> No. AS000001 for Discharges of Storm Water Associated With Industrial Activities. <br /> b. By 1 May 2002 the Discharger shall submit a Groundwater Monitoring Well <br /> Installation Report.. The.report.shall-be-consistent with the requirements.ofthe <br /> Regional Board's 11 December 2001 Conditional Approval of Groundwater <br /> Monitoring Workplan correspondence, and include the items listed in, Attachment C, <br /> I "Items to be Included in a Monitoring Well Installation Workplan and a Monitoring <br /> li Well Installation Report of Results. " <br /> c. By 1 May 2002, the Discharger shall submit and implement a workplan for a salinity <br /> i reduction study. The report shall include analytical data that characterizes the <br /> backwash water. The study shall look at all aspects of winery waste and shall <br /> investigate methods to reduce dissolved solids discharged to the treatment ponds and <br /> land application areas. <br /> d. By 1 July 2002, the Discharger shall submit a report describing how the multimedia <br /> filter backwash water discharge has been changed from the stormwater pond to the <br /> wastewater ponds. <br /> C. By 1 July 2003 the Discharger shall submit a Groundwater Monitoring Summary <br /> Report that shall summarize the first four quarters of groundwater quality and <br /> elevation data, and wastewater flow and quality data. The report will evaluate <br /> observed or potential impacts to groundwater quality related to the land application <br /> system. <br /> 1 <br /> If the wastewater discharge is determined to have, or is likely to, impact groundwater <br /> quality based on the Groundwater Monitoring Summary Report or subsequent <br /> monitoring reports, then a Wastewater Treatment/Pond Mitigation Plan shall be <br /> submitted within 90 days of request by the Executive Officer. The plan shall address <br /> groundwater contaminants identified in the Groundwater Monitoring Summary <br /> Report, evaluate contaminant control alternatives, and select a preferred contaminant <br /> control alternative. The selected contaminant control alternative must comply with <br /> State Water Resources Control Board Resolution 68-16 and be consistent with the <br /> most recent Basin Plan. The Plan must include a project schedule for design and <br /> construction. <br /> £ By 1 May 2003, the Discharger shall submit a report describing how it has reduced <br /> the sources of dissolved solids that enter the wastewater treatment system. <br /> 3. By 16 June 2002 the Discharger shall comply with the Effluent Limitations presented in <br /> Section C Of this Order. In the meantime, the Discharger shall use best management <br /> practices to reduce the amount of dissolved solids entering the wastewater, and to maintain <br /> compliance with all other Prohibitions and Specifications contained within this Order. <br />
