The topography of the <br /> surrounding area is level. The prevailing wind direction is from the northwest to the southeast. <br /> Previous land use in the surrounding area includes a livestock enclosure. Groundwater quality <br /> may be impacted from the previous land use activities. <br /> 32. The wastewater ponds are Iocated outside the 100 year flood zone, however the land application <br /> area is partially located within the 100 year flood zone. <br /> 33. Surficial soils are described as consisting of sandy silt to a depth of approximately 9 feet below <br /> ground surface (bgs) and silty sand to an investigated depth of 15 feet bgs. <br /> 34. The mean annual rainfall is 17.2 inches, while the 100-year return annual total is 32.7 inches. <br /> 35. Surface water drainage in the area of the site is to the Mokelumne River. The facility is within the <br /> Lower Mokelumne Hydrologic Area(No. 531.20), as depicted on interagency hydrologic maps <br /> prepared by the Department of Water Resources in August 1986. <br />' BASIN PLAN, BENEFICIAL USES, AND REGULATORY CONSIDERATIONS <br /> 36. The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, Fourth <br /> Editionhereafter Basin.Plan <br /> ( ) designates beneficial uses, establishes water quality objectives, <br /> contains implementation plans and policies for protecting waters of the basin, and incorporates by <br />' reference plans and policies adopted by the State Water Resources Control Board. These <br /> requirements implement the Basin Plan. <br /> 37. The beneficial uses of the Mokelumne River are agricultural supply for irrigation and stock <br /> watering, contact recreation, canoeing, and other non-contact recreation, warm and cold <br /> freshwater habitat, warm and cold water migration, warm and cold water spawning, and wildlife <br />' habitat. <br /> 38.
