The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that re designated nonattainment to reduce emissions until standards are met. Based on tie information provided, the proposed project has the potential to generate ozone precursor emissions (reactive organic gases, ROG, and oxides of nitrogen, NOx) and PM-1 C emissions related to the increase in heavy-duty vehicle traffic to and from the facility. Additionally, the construction phase of this project can generate PM-10 emissions from the movement of soil, use of heavy equipment, bulk materials handling, asphalt paying and other related activities. Please note that the District's interim thresholds f significance for both ROG and NOx are 55 Ibslday for each pollutant. Thus, projects generating Emissions in excess of the thresholds could be considered significant from an air quality perspective if not sufficiently mitigated. PM-10 emissions are considered less-than-significant when the District's Regulation Vlll is implemented during the nstruction phase of the project. The attached synopsis is not meant to be all-inclusive, but it can be a useful compliance aid In the field and office alike. In addition, this project may be subject to the permitting requirements of the District. Any equipent subject to the District's Permit to Operate requirements must obtain an Authority t Construct (ATC) from the District.
