The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that re designated nonattainment to reduce emissions until standards are met. <br /> Based on tie information provided, the proposed project has the potential to generate <br /> ozone precursor emissions (reactive organic gases, ROG, and oxides of nitrogen, NOx) <br /> and PM-1 C emissions related to the increase in heavy-duty vehicle traffic to and from <br /> the facility. Additionally, the construction phase of this project can generate PM-10 <br /> emissions from the movement of soil, use of heavy equipment, bulk materials handling, <br /> asphalt paying and other related activities. Please note that the District's interim <br /> thresholds f significance for both ROG and NOx are 55 Ibslday for each pollutant. <br /> Thus, projects generating Emissions in excess of the thresholds could be considered <br /> significant from an air quality perspective if not sufficiently mitigated. PM-10 emissions <br /> are considered less-than-significant when the District's Regulation Vlll is implemented <br /> during the nstruction phase of the project. The attached synopsis is not meant to be <br /> all-inclusive, but it can be a useful compliance aid In the field and office alike. <br /> In addition, this project may be subject to the permitting requirements of the District. <br /> Any equipent subject to the District's Permit to Operate requirements must obtain an <br /> Authority t Construct (ATC) from the District.
