Analysis
On July 6, 1995, the San Joaquin County Planning Commission approved the applicant's request for a
Minor Subdivision of a 20-acre parcel to create a 5-acre parcel and a 15-acre remainder parcel. This
application was referred to the Planning Commission due a letter of opposition to the project from the Lodi
Unified School District. Lodi Unified claimed that this subdivision would impact the district by increasing the
demand for public school facilities. At that time, the District requested that subdividers mitigate for impacts
by agreeing to raise the standard building permit school fee. At the meeting on July 6, 1995, the Planning
Commission approved the Minor Subdivision with the statutory requirement for the payment of the standard
building permit school fee.
The Planning Commission determined that all of the required findings could be made in the affirmative and
approved Minor Subdivision No. MS-95-9 with a 5-2 vote.
Due to a lack of finances, the applicant has been unable to proceed with the completion of the project.
Therefore, the applicant is requesting the approval of a five-year Time Extension. The requested Time
Extension does not alter any of the adopted Conditions of Approval, and approval of the Time Extension is
consistent with the requirements of the Development Title.
San Joaquin County MS-95-9\Stephens
Community Development Page 3
