The project consists of a plan to divide an existing 80-acre parcel into eight parcels of <br /> approximately 10 acres each. The project is located on the north side of Jahant Road, west of <br /> Elliott Road, northeast of Lodi, in San Joaquin County. <br /> The project will result in the conversion of 80 acres of open-space agricultural lands to <br /> nonopen-space use. The conversion of agricultural land will result in a significant negative effect <br /> by contributing to the cumulative loss of wildlife habitat. For this reason, the recently adopted <br /> San Joaquin Multi-Species Conservation Plan(SJMSCP) requires the loss of agricultural lands <br /> be compensated through payment of fees. These fees will be used to establish wildlife habitat <br /> preserves which will compensate for the loss of habitat. <br /> The San Joaquin County is signatory to the SJMSCP, and as such, should request that <br /> project applicants participate in the SJMSCP. Participation in the SJMSCP satisfies <br /> requirements of both the state and federal endangered species acts, and ensures that impacts are <br /> mitigated below a level of significance in compliance with the California Environmental Quality <br /> Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware <br /> that if project applicants choose against participating in the SJMSCP, they will be required to <br /> provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. <br /> Pursuant to Public Resources Code Sections 21092 and 21092.2, the DFG requests <br /> written notification of proposed actions and pending decisions regarding this project. Written <br /> notifications should be directed to this office. <br />
