The project consists of a plan to divide an existing 80-acre parcel into eight parcels of approximately 10 acres each. The project is located on the north side of Jahant Road, west of Elliott Road, northeast of Lodi, in San Joaquin County. The project will result in the conversion of 80 acres of open-space agricultural lands to nonopen-space use. The conversion of agricultural land will result in a significant negative effect by contributing to the cumulative loss of wildlife habitat. For this reason, the recently adopted San Joaquin Multi-Species Conservation Plan(SJMSCP) requires the loss of agricultural lands be compensated through payment of fees. These fees will be used to establish wildlife habitat preserves which will compensate for the loss of habitat. The San Joaquin County is signatory to the SJMSCP, and as such, should request that project applicants participate in the SJMSCP. Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. Pursuant to Public Resources Code Sections 21092 and 21092.2, the DFG requests written notification of proposed actions and pending decisions regarding this project. Written notifications should be directed to this office.
