Surface&Subsurface Contamination Report Page 6 <br /> Sandhu Project <br /> Project No. 597.1 <br /> February 12, 2009 <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> The purpose of this Surface and Subsurface Contamination Report is to evaluate <br /> the current and past uses of the Property as well as nearby off-site facilities in <br /> order to assess the potential for the subject Property to have been impacted by <br /> contamination that could pose a threat to human health. The requirements of <br /> the report are promulgated by San Joaquin County Development Title 9-905, <br /> Section 12. <br /> The ordinance outlines the scope of work to be completed for properties proposed <br /> residential zoning. The Surface and Subsurface Contamination Report is <br /> intended to evaluate and potential source contamination caused by past or <br /> current uses of the subject Property. The report is to include the following <br /> elements: <br /> • Description of the Property <br /> • Discussion of past, present, and proposed uses <br /> • Identification of past and current sources of contamination <br /> • Evaluation of potential contaminant sources <br /> • Conclusions regarding potential contamination <br /> • Recommendation regarding additional work <br /> The scope and purpose of the Surface and Subsurface Contamination Report has <br /> many aspects in common with a Phase I Environmental Site Assessment (ESA), <br /> but is somewhat different in the application and the details. The use of the term <br /> "recognized environmental condition" is, however, used in the report and bears <br /> the same meaning as used in a Phase I ESA. <br /> This report is similar in many respects to a Phase I Site Assessment. The <br /> commonly accepted standard for the completion of Phase I ESAs is outlined by <br /> the American Society for Testing and Materials (ASTM) in their Standard (E- <br /> 1527-05, Standard Practice for Environmental Site Assessments._ Phase I � <br /> Environmental Site Assessments Process. The purpose of this process is to <br /> identify, to the extent feasible and practical in the time frame allowed during <br /> the completion of a property transaction, the presence or absence of"recognized <br /> environmental conditions". That standard defines a recognized environmental <br /> condition as: <br /> "the presence or likely presence of any Hazardous Substance or Petroleum <br /> Product on the Property under conditions that indicate an existing release, <br /> 2937 Venenan Ave.,#B240 Geo-Phase Environmental Inc.
