The RD 2075 interests believed that an extension of that <br /> permit could have devastating consequences for RD 2075 irrigation interests, and could <br /> lead to an RD 2075 levee break which would in turn also flood RD 2094 and 2096 and <br /> flood eastward toward Manteca. <br /> The Alegre operation has not been the basic cause of the problem. The June 3 <br /> letter explains that sediment from the San Joaquin watershed settles out in tidal South <br /> Delta.channels. This sediment continually fills the river channel around the Alegre <br /> property. As'that channel is aggraded the hydraulic pressure increases to cut across the <br /> Alegre property during floods, and then impact the downstream RD 2075 levee. <br /> 3 <br /> We therefore asked Tony Alegre on June 2 whether they would be willing in <br /> concept to excavate the underwater sediment in the channel and stop excavating their <br /> above water land. Tony agreed to suspcnd the above request for a 20 year renewal of <br /> their excavation permit while the option of in-channel excavation was considered. Frank . <br /> Alegre has now informed us that his family would be glad to switch to underwater <br /> excavation if'and when they were provided with the necessary permits to excavate <br /> without extraction fees. The problem then is to provide those permits as soon as possible, <br /> and to extend.1 the existing excavation permit only until the underwater permits are <br /> provided. <br /> 4 <br /> It seems to me that the County has a major interest in resolving this problem. The <br /> more aggraded sediment we remove here, the less.aggradation will continue to occur <br /> F downstream. -Also, solving this problem will reduce the risk of substantial downstream <br /> ` and eastward flooding. 1 propose that the County should take the lead in obtaining the <br /> necessary permits on an expedited basis. I hope Tom Flinn will agree that the County <br /> should undertake this. ` <br />
