This Tirfrastruciure,may pass through lands
not yet included in a Specific Plan, but should be discussed In the Specific Paan
requlring them. In such cases,future Specific Pian needs shauJd be considered.
Policies;
a) Old River Industrial Park shall be included in not mare than one Specific
Pian,but the Speciftc Plan rpay be planned and approved in phases via the
Specific Plan Amendment process (see Section 17,53 Specific Plan
Amendments).
At) When a public facility located in an area without a Spedfic Plan is made
necessary by the development of another aria,the fadlity initially must to
lildWed in the 5pecifc Plan being prepared. The Community Commercial areas and tho Noighborhaad
Comers are examples. For such'focus areas,"more detailed plans will be required prior
to the approval of Development Permits. Special purpose Plans will be used for this
purpose. Special Purpose Plans require the same gearing process as do Speoific Plans,
but they are more orietited to immediate development. Under provisions of the County
Vevelopment Title, uses within an area caverned by a Special Purpose Plan may be
approved with only an improvement plan, and use permits and site approval applications
are not required.
