MOUNTAIN HOUSE SPECIFIC PLAN II <br /> CHAPTER FOUR: DEVELOPMENT AND DESIGN <br /> 4.1 INTRODUCTION <br /> This chapter presents davelflpment and design plans standards and guidelines,iridludfng <br /> design concepts for focus areas, and states implementation measures for 5P11. The <br /> guidelines in this Specific Plan are intended to supplement the MHCSI]Design Manual. <br /> Lana use is addressed in Chapter Three: Land Use. Schools are addressed in Chapter <br /> Five and parks and open space issues are addressed in Chapter Seven. <br /> 4.2 0EVELOPMENT STA NI)ARIDS <br /> The overall objective for development standards is to provide a guide for all development <br /> within SPII and to assure a high level of quality al the construction and aperatinn of publiC <br /> and private buildings, open spaces and facilities. Unless addressed specifically, <br /> development standards shall be in accordance With the County Development Title and the <br /> MHOSD Development Standards. <br /> Standards for street rights-of-way are found in the MHSOD Development Standards. <br /> All implementing projects on land controlled by trJill aFkCQrnm�ir+ge -LLCthe Master <br /> Developer,shall comply with the applicable provisIons of the Trin;ar#c t^�ar�rF+daities-LLQ <br /> Mountain Rause design Manuals, as amended,as evidenced by written approVal from <br /> TFirnarkGoFnrntrnities Cthe Master Develover,or its Design Review Committee, in its <br /> sole discretion. Nan-Trimark properties shall also comply with these documents,which <br /> compliance shall be determined by San JoagWry County. <br /> 4.2.1 Grading Standards <br /> Master Plan Summary <br /> Grading practices within the community are to minimize disruption to the natural <br /> topography;protect srnd enhanr a the project's aesthetics;minimize risk to health and <br /> property from improper contral of storm drain water runoff,erasion and sedimentation; and <br /> provide for efficient construction operations. <br /> Grading will ensure positive drainage and weate areas that appear an integral part of the <br /> graded or paved surface with smooth slope transitions. Storrn water runoff will be directed <br /> towards public streets, public facilities or easements and not across adjacent private <br /> property. Grading operations will be planned and implemented to efficiently control <br /> erosion and sedimentation. <br /> Specific Plans will provide typical grading details and grading concepts for any spacial <br /> conditions unique to the particular Specific Plan area. <br /> Plan Description <br /> The purpose of grading is to facilitate the ability to implement Master Plan density targets, <br /> including a variety of lot and hame sores, and to ensure public safety through the <br /> enforcement of standard engineering design principles such as maximum grades of <br /> struts and allays, positive drainage,water quality management, and minimization of <br /> abrupt slope transitions. <br /> SPII areas with unique grading and drainage conditions consist of Neighborhood C and <br /> the lands north of Byron Road. In Neighbarhood C,the average existing grade across tht <br /> site is approximately 1.5%,with the landform sloping from an elevation of 165 feet in the <br /> southwest to elevation 85 feet in the northeast across a distance of approximately 4,804 <br /> CHANTER FOUR DEVELOPMENT AN0 DESIGN PAGE 4.1 <br /> Resolution Template 01/2017 <br />
