CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION 11020 Sun Center Drive #200, Rancho Cordova, CA 95670 NOTICE OF PUBLIC HEARING concerning RENEWAL OF WASTE DISCHARGE REQUIREMENTS (NPDES NO. CA CA0084271) AND TIME SCHEDULE ORDER For MOUNTAIN HOUSE COMMUNITY SERVICES DISTRICT MOUNTAIN HOUSE WASTEWATER TREATMENT PLANT SAN JOAQUIN COUNTY Mountain House Community Service District is the owner and operator of the Mountain House Wastewater Treatment Plant (Facility), which provides sewerage service for the community of Mountain House in San Joaquin County. Tertiary treated municipal wastewater is discharged to Old River, a water of the United States, within the Sacramento-San Joaquin Delta. The United States Environmental Protection Agency and the Central Valley Regional Water Quality Control Board (Central Valley Water Board) have classified this discharge a major discharge. Discharges from the Facility are currently regulated by Waste Discharge Requirements Order R5-2007-0039, issued by the Central Valley Water Board on 4 May 2007. An Order is proposed to renew the NPDES permit. The proposed NPDES permit renewal includes effluent limitations for temperature that the Facility cannot immediately comply. Therefore, a Time Schedule Order is also proposed allowing a time schedule for compliance with final temperature limitations. A public hearing concerning this matter will be held during the Central Valley Water Board meeting scheduled for: DATE: 31 January / 1 February 2013 TIME: 8:30 a.m. PLACE: Central Valley Regional Water Quality Control Board Room 11020 Sun Center Drive, #200 Rancho Cordova, CA 95670 The designated parties for this hearing are as follows: • Mountain House Community Service District Representatives Only designated parties will have these rights: to call and examine witnesses; to introduce exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence against him or her. All other persons wishing to testify or provide comments are interested persons and not designated parties. Such interested persons may request status as a designated party for purposes of this hearing by submitting such request in writing to the Central Valley Water Board no later than 5:00 p.m. on 17 December 2012. The request must explain the basis for status as a designated party and in particular how the person is directly affected by the discharge.
