CA CA0084271) <br /> AND TIME SCHEDULE ORDER <br /> For <br /> MOUNTAIN HOUSE COMMUNITY SERVICES DISTRICT <br /> MOUNTAIN HOUSE WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> Mountain House Community Service District is the owner and operator of the Mountain House <br /> Wastewater Treatment Plant (Facility), which provides sewerage service for the community of <br /> Mountain House in San Joaquin County. Tertiary treated municipal wastewater is discharged to <br /> Old River, a water of the United States, within the Sacramento-San Joaquin Delta. The United <br /> States Environmental Protection Agency and the Central Valley Regional Water Quality Control <br /> Board (Central Valley Water Board) have classified this discharge a major discharge. <br /> Discharges from the Facility are currently regulated by Waste Discharge Requirements Order <br /> R5-2007-0039, issued by the Central Valley Water Board on 4 May 2007. An Order is <br /> proposed to renew the NPDES permit. The proposed NPDES permit renewal includes effluent <br /> limitations for temperature that the Facility cannot immediately comply. Therefore, a Time <br /> Schedule Order is also proposed allowing a time schedule for compliance with final temperature <br /> limitations. <br /> A public hearing concerning this matter will be held during the Central Valley Water Board <br /> meeting scheduled for: <br /> DATE: 31 January / 1 February 2013 <br /> TIME: 8:30 a.m. <br /> PLACE: Central Valley Regional Water Quality Control Board Room <br /> 11020 Sun Center Drive, #200 <br /> Rancho Cordova, CA 95670 <br /> The designated parties for this hearing are as follows: <br /> • Mountain House Community Service District Representatives <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the <br /> evidence against him or her. All other persons wishing to testify or provide comments are <br /> interested persons and not designated parties. Such interested persons may request status as <br /> a designated party for purposes of this hearing by submitting such request in writing to the <br /> Central Valley Water Board no later than 5:00 p.m. on 17 December 2012. The request must <br /> explain the basis for status as a designated party and in particular how the person is directly <br /> affected by the discharge. <br />
