Appeal of Staff Action from Bili and Ruth Brown 3 <br /> Attachment to Application-Appeal of Staff Action(Leanne Mueller,Associate Planner) <br /> Planning Application PA-02-12 of Daniel Mills-Approved Februray 21,2002 <br /> Apn:017-14042;20350 N.Kennifick,Acampo,Ca.95220 <br /> months is simply extending already delayed enforcement and compliance on the site. It is <br /> requested that the entire code enforcement file on this address be made available to the <br /> Planning Commission and be made part of the record of this appeal so that the complete <br /> history of non-compliance can be known and considered as part of the appeal. In <br /> particular please note the letter from Bob Zipf, Senior Building Inspector, dated April 17, <br /> 2001. That letter notes numerous corrective measures needed and responses to concerns <br /> which were raised, yet little process has been made in that regard. As an existing use, <br /> there is no need for 18 months to correct some of the balant violations, such as the fencing <br /> and trash. <br /> What is of greater concern are the Conditions which are lacking. There are no conditions <br /> to address noise. Noise has been identified as an issue and concern, but it has not been <br /> addressed. A full noise study is needed before any consideration is given to this operation <br /> and expansion. There should be a provision to limit or eliminate the outside.loudspeaker. <br /> There are operations that are occurring outside which generate noise and that cannot be <br /> controlled with Condition d. What is included within the definition of industrial <br /> activities? Is and blasting and painting within the definition? Those are clearly marked <br /> on the plan as occurring outside of buildings. There is no clear plan in place to stop the <br /> unnecessary truck horn honking for access to the premises. The Applicants are not good _ <br /> neighbors, and as soon as the County approves, they will return to prior acts of nuisance. <br /> The size and type of business in operation should be relocated to an industrial zone which <br /> is better suited to deal with the io problems and issues - that are inherent with <br /> manufacturing. <br /> List of Condition(s) and/or Findings being appealed with the reasons for removal or <br /> modification are as follows,the Condition as approved is set forth in full: <br /> 1.
