e A community detention pond/terminal drainage system shall be provided to meet the requirements of <br /> the County and to provide adequate drainage for the subdivision. Hydrologic and hydraulic analyses <br /> shall demonstrate that al! property, both downstream and upstream of the discharge, wilt riot he <br /> subject to a higher flood level as a result of the proposed drainage. The access easement shall have <br /> an ail-weather road for access to the pond. (Development Title Section 9-1135.2) <br /> A Master Drainage Plan or revision to the existing Taft Area Master Storm Drainage Plan is required <br /> The applicant shall either prepare the Master Plan for approval by Public Works or pay Public Works <br /> to revise the Master Plan. <br /> f The project shall be served by a public water system conforming to the requirements of the <br /> environmental Health Department and the Department of Public Works. The system shall provide <br /> adequate domestic and fire water supply in conformance with the requirements of the County Fire <br /> _ Warden and the local fire district. A will-serve letter from Cal Water shall be submitted to Public <br /> Warms prior to the submittal of the application. (Development Title Section 9-11202) <br /> This development may be subject to the Community Development Block Grant access fee if the <br /> waterline proposed for Turnpike Road and Clayton Avenue is constructed in time to serve the <br /> subdivision. The California Water Service Company is currently preparing the design and <br /> construction documents for the waterline with funding from the County's Community Development <br /> Block Grant program. <br /> g. The project shall be served by a public sewer collection and treatment system constructed in <br /> conformance with the requirements of the Environmental Health Department and the Department of <br /> Public Works. A will-serve letter from the City of Stockton shall be submitted prior to submittal of the <br /> application. (Development Title Section 9-1105.2) <br /> h The property owner shall be required to apply for a City of Stockton Outside Sewer connection and to <br /> annex to the City of Stockton or sign a deterred annexation agreement if the property is not deemed <br /> contiguous to the City of Stockton and pay the applicable fees. Further, the owner/developer shall <br /> be responsible for all costs involved in the extension of any sewer mains to serve this project, as <br /> required, to meet City standards. This may include the extension of the sewer main across the entire <br /> frontage of the property. <br /> i. The proposed development lies within the boundary of the South Stockton Community Facilities <br /> District 90-1 (Sewer District)and is not currently annexed. As a condition of receiving City of <br /> Stockton sewer service, the property must annex to the District(sign the CFD 90-1 MOU) and pay <br /> the District annexation fee(currently$8,669.82/acre based on the acreage is determined by the legal <br /> map size) prior to recordation of the Final Map. <br /> j. The property owner shall be required to construct a water main extension along Turnpike Road <br /> across the entire frontage of the property. <br /> k. Street lighting shall be provided for the subdivision, the frontage of Turnpike Road, and at the <br /> intersection of Turnpike Road and Clayton Avenue. The property shall transfer to a zone within the # <br /> Southwest Stockton Street Lighting District prior to approval of the Parcel Map to provide for the <br /> operation, maintenance, and improvement of street lighting facilities. A new assessment for the zone <br /> shall be approved by the property owners prior to approval of the Parcel Map. The assessment for ` <br /> the new zone shall be based on the cost for maintenance, operation, system improvements, and any <br /> replacement program of facilities within the Stockton Street Lighting District.
