INITIAL STUDY
UP-91-15
March 12 , 1991
lb. The project ' s on-site septic and storm retention systems
will be designed, installed, and maintained according to
County Ordinance requirements. No significant, adverse
impacts are expected to result from their use. However,
the generation and storage of hazardous materials at the
site has the potential to adversely affect water quality.
See item no. 7a, below. (Source: Department of Public
Works and Environmental Health Division memos dated March
8 , 1991 , and March 1 , 1991 , respectively)
lc. ld . There will be no increase in flows to Jahant Slough or
the roadside drainage ditch because storm drainage
related to this use will be retained on-site . (Source:
Department of Public Works memo dated March 8 , 1991 ;
Ordinance Requirements No. 1)
3a. 3b. The project is not expected to have a significant,
adverse effect on any threatened or endangered species ,
including the Tricolored Blackbird , a federally-listed
Candidate 2 species observed in 1986 , at the intersection
of State Route 99 and Jahant slough (one mile west of the
project site) . Neither the proposed use nor the required
improvements will adversely affect potential habitat for
this species on or near Jahant Slough. (Source : Natural
Diversity Data Base)
4a. The response form the Air Pollution Control District
regarding the proposed use did not indicate that it would
make a significant contribution to the deterioration of
air quality in the area. However, the District did
develop a list, in the form of recommended Conditions of
Approval , of measures that would further reduce the
emissions on the site. (Source: APCD memo dated
February 26 , 1991)
5a. 5b. There is no substantive evidence available indicating
that the proposed use will create noise levels that would
represent a significant, adverse environmental impact.
The use will, however, be conditioned to restrict noise
levels at the property lines of the subject parcel to 65
db Ldn.
