Mr. Hooper said they would like to have phasing for <br /> the development. He commented about the possibility of bonding. <br /> Director Davisson noted that there were no bonding requirements in <br /> the staff report because the conditions do not allow removal of <br /> land from the site. <br /> PUBLIC HEARING CLOSED <br /> Chief Deputy County Counsel Mike McGrew said that this project has <br /> been approved and the applicant is appealing the conditions. If <br /> the Commission is going to permit the removal of soil from the <br /> site, there will have to be a determination on site protection. <br /> Comm. Morri said he felt that this is a quarry operation; that the <br /> soil should not be removed from the property; and the soil that had <br /> been removed should be brought back. <br /> Chair Carter said that land owners should be good stewards of the <br /> land. <br /> Comm. Rojas said that the applicant, as a farmer, should have noted <br /> prior to buying the parcel that the sand would be a deterrent to <br /> farming. He objected to the removal of the dirt. <br /> Comm. Jungeblut said that the history of the Dry Creek river bottom <br /> is that of flooding and depositing of debris. He said he felt this <br /> was a quarry excavation to remove dirt from the property.
