San Joaquin Valley <br /> AIR POLLUTION CONTROL DISTRICT RECIEVE <br /> D <br /> FEB - 7 2007 <br /> February 6, 2007 Community Development Dept. <br /> Corinne King <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-0600679 (MS) <br /> Subject: CEQA comments regarding the division of a 59.0 acre parcel into a 3.0 acre <br /> parcel and a 56.0 acre parcel <br /> District Reference No: 200700078 <br /> Dear Ms. King: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above and offers the following comments: <br /> The San Joaquin Valley Air Basin is currently designated as serious non-attainment for <br /> Ozone and non-attainment (no classification) for PM2.5. On October 30, 2006, the US <br /> EPA found that the San Joaquin Valley had attained the PM10 standard. The US EPA <br /> based its determination upon monitoring data demonstrating that the ambient air quality <br /> had met the requirements for attainment. The US EPA's finding does not change the <br /> District's classification as a serious PM10 non-attainment to attainment area. However, <br /> re-designation from serious non-attainment to attainment requires additional <br /> documentation and will occur at some future date. <br /> A parcel division, by itself, will not have an impact on air quality, however, the future <br /> development of the property would contribute to the overall decline in air quality due to <br /> construction activities in preparation of the site, and ongoing traffic and other <br /> operational emissions.
