The <br /> Division monitors farmland conversion on a statewide basis and administers the California Land <br /> Conservation (Williamson) Act and other agricultural land conservation programs. We offer the <br /> following revised comments to our original letter date July 6, 2015. <br /> Proiect Description <br /> The proposed lot line adjustments were submitted as three separato applications, for a combined <br /> total of seven adjusted parcel boundaries'. The let line adjustments will occur on properties under <br /> a Williamson Act contract. The adjustments will create multiple homesite parcels within the <br /> agricultural zone, that will no longer be subject to the contract, as well as a number of parcels less <br /> than the 40 acre minimum zoning. <br /> Department Comments <br /> Because of the limited information provided in the application referrals, the Department requests <br /> that the findings required in Government Code (GC) § 51527 of the Land Conservation Act be <br /> addressed in the staff report(s). The proposed LLAs contain several areas of existing Williamson <br /> Act contracted land that will be reconfigured and reclassified as non-contracted land. In doing so, <br /> it is recommended that special attention be paid to GC § 51257(a)(2)-(4), and(7), which address <br /> specific requirements that these types of modifications must meet, The staff report(s) should <br /> evaluate the applications under GC § 51257 in terms of their overall impact, given that multiple <br /> nonconforming parcels, including homesite parcels, will result from the chain of adjustments. <br /> Finally, the Department recommends that the current contract be rescinded and simultaneously <br /> entered into new contract pursuant to GC § 51527. <br /> Thank you for giving us the opportunity to comment on the proposed lot line adjustment <br /> applications.
