SAN JOAQUIN FARM BUREAU FEDERATION
MEETING TODAY'S CHALLENGES/PLANNING FOR TOMORROW
 W
July 9, 2015
Ms. Mo Hatef
San Joaquin County Community Development Department
Development Services Division
1801 East Hazelton Ave
Stockton, CA 95205
RE: PA-1500106(LA), PA-1500108(LA)and PA-1500109(LA)
Dear Ms.Hatef:
The San Joaquin Farm Bureau Federation represents the county's largest agricultural organization
and is dedicated to the preservation of agricultural resources andWilliamsonAct..
These applications are in direct conflict with both county policies designed to prevent-urbanization
of agricultural resources and the-intent and purpose of the Williamson Act.
Recently this applicant was granted a permit to construct a winery/event center on contracted land,
when the project properly exited the Williamson Act. To exit the contract legally, the landowner
is required to file a notice of non-renewal and if they can make the findings;cancel the Williamson
Act Contract. This application'flies in the face of the decision made by the Board of Supervisors,
not to mention in conflict with the Williamson Act.
These applications allow the applicant to create additional home sites and to exit the Williamson
Act by simply moving the parcel lines.
Approving these applications would turn our county planning department into a giant etch-a-sketch
when it comes to planning. We could simply give each landowner a giant etch-a-sketch with the
outline of their properties. If the landowner doesn't like where the lines are drawn currently, they
can simply shake it up and start drawing again.
We know that is not the intent of the policies stated in our general plan, so for the integrity of the
county general plan process and the purpose of the Williamson Act, we urge you to reject these
applications.
Sincerely,
Andrew Watkins
President
3290 NORTH AD ART ROAD•STOCKTON,CA-95215•(209)931-4931 -(209)931-1433 Fax
WWW.SJFB.ORG
