Analysis <br /> Background <br /> The likely underlying:,project is a Major Subdivision. The 16.63-acre R-R portion of the parcel would be <br /> subdivided into eight two-acre lots. The 4.03-acre remainder of the parcel, which is zoned AU-20, would <br /> continue the existing use of a Wholesale Nursery, which is not permitted in the R-R zone. Other than <br /> the nursery, the site is primarily vacant. Within the project site is the abandoned Trinkle and Boys <br /> agricultural airstrip. <br /> Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors must determine that the proposed <br /> zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan; and <br /> that the zone is reasonable and beneficial at the time. The parcel of the Zone Reclassification application <br /> has a General Plan designation of RIR (Rural Residential). The current zoning of the parcel is AU-20 <br /> (Agriculture Urban Reserve with a 20-acre minimum). The applicant is proposing to reclassify the zoning <br /> designation of a portion of a parcel to R-R(Rural Residential). The R-R zone is an implementing zone for <br /> the RIR General Plan designation. (2010 General Plan,Table VI1-2, pg. Volume I Vll-) <br /> General Plan Policies <br /> The proposed project is within the community of New Jerusalem which is classified as a rural <br /> community (General:Plan Figure IVA). Rural communities shall grow primarily through infill and should <br /> not be expanded. (General Plan Key Plan Strategy No. 1, Growth Accommodation, Volume 1, pg. III-2) <br /> • The panel has a General Plan designation of RIR(Rural Residential).The proposed <br /> zoning designation of R-R(Rural Residential) is an implementing zone for the General <br /> Plan designation of RIR. The proposed project is creating infill development within <br /> New Jerusalem, and therefore, is not expanding it. The parcel would be-considered <br /> infill to the rural community of New Jerusalem because the surrounding parcels within <br /> the community are developed; other than an existing wholesale nursery;the site is <br /> primarily vacant. The proposed zone is compatible with the surrounding zones as <br /> most of.the adjacent parcels to the north and south have a General Pian designation of <br /> RIR and are zoned R-R.The parcels to the east and the west have a General Plan <br /> designation of AIG (General Agriculture)and are zoned AG-40(General Agriculture,40- <br /> acre minimum). <br /> General Plan Volume 11 (page XII-30) states the following in regards to the rural community of New <br /> Jerusalem: <br /> General Plan Implementation Measures Specific to the Community: <br /> 1. Before any development applications are approved within 2,000 feet of the existing <br /> agricultural airstrip, either it shall be closed and the site remediated, or a Border Zone <br /> Determination shall be issued by the State Department of Health Services. <br /> The airstrip has been abandoned_ The applicant has submitted a Site Investigation Work Plan to the <br /> California Regional Water Quality Control Board (CRWQCB) to identify potential contaminants on the <br /> project site.
