Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Forward Zone Reclassification No. PA-0700489 to the Board of Supervisors with a <br /> recommendation for approval based on the ability to make the required "Bases for Zone <br /> Reclassification." <br /> Bases for Zone Reclassification <br /> Development Title Section 9-892.4 states that prior to approving an application for a Zone <br /> Reclassification, the.Planning Commission and Board of Supervisors shall determine that all of the <br /> following are true: <br /> a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> The proposed Zone Reclassification is consistent with the General Plan because <br /> the.parcel has a General Plan designation of RIR(Rural Residential); the R-R(Rural <br /> Residential)zone is an implementing zone of the RIR General Plan designation. <br /> Parcels will be a minimum of two-acres and,therefore, may be developed with a <br /> private septic system, individual well and on-site storm drainage. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> The.proposed zone reclassification would be reasonable and beneficial at this time as <br /> it is an infill project in an existing rural community and is not an expansion of it. <br /> Furthermore,a proposed subdivision of the parcel will meet the infrastructure <br /> requirements for rural communities and has a General Plan designation of RIR(Rural <br /> Residential). <br /> i <br /> San Joaquin County PA-07004891Trinkle <br /> + Community Development Page 6 <br /> F_ <br />
