San Joaquin County Community Project Description <br /> r Development Department <br /> Required Permits and Approvals <br /> This EIR will be used by the San Joaquin County to determine whether there is <br /> substantial evidence that the Project may create significant environmental <br /> impacts,to document the potential impacts,and to determine whether the impacts <br /> could be mitigated to less-than-significant levels. The County is the lead agency <br /> for the proposed Project. This EIR may also be used by regulatory and <br /> responsible agencies such as state and federal agencies. Such agencies are <br /> responsible for issuing permits and approvals that may be needed to proceed with <br /> the proposed Project or that regulate the implementation of best management <br /> practices(BMPs). The proposed Project is likely to require,or may require,the <br /> following permits and approvals: <br /> ■ Issuance of a mining permit for the proposed mining operation,batch plant <br /> facilities, and recycling plant—San Joaquin County. <br /> ■ Approval of a reclamation plan in compliance with SMARA—San Joaquin <br /> County. <br /> ■ Approval of"authority to construct"and"authority to operate"applications <br /> for emissions of pollutants generated by the project—San Joaquin Valley Air <br /> Pollution Control District(SJVAPCD). <br /> ■ Confirmation of the project's compliance with the Regional Water Quality <br /> Control Board's(RWQCB's)regulations, including requirements to prepare <br /> r and implement a Storm Water Pollution Prevention Plan (SWPPP)and Spill <br /> Prevention Plan—RWQCB. <br /> ■ Issuance of a National Pollutant Discharge Elimination System(NPDES) <br /> .. permit—RWQCB. <br /> r <br /> r <br /> a <br /> r <br /> y DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 2-15 <br /> J85 05105.05 <br />
